| There are two initiatives for Taxpayer relief and accountability in Texas. One is the state level Taxpayer Bill Of Rights (TABOR) initiative and the other is the local Tabor or "Truth in Taxation" initiative. Texas TABOR HJR 48 & HB 1327 -- Taxpayer Bill of Rights Rep. Carl Isett (R-Lubbock) Bill proposes a constitutional amendment which limits growth in state government to population increase plus inflation. Surplus revenue would create a budget stabilization fund (up to 15% of state budget); an emergency fund (up to 3%) and the remainder of the surplus would be used to buy down property taxes. Voter approval is required to bust the spending cap. Rep. Carl Isett (R-Lubbock) Bill changes the property tax rollback rate to further better inform and empower local taxpayers and change the process by which higher appraisals automatically provide higher tax revenue to local entities. Bill changes two key aspects of the process. First, for larger cities and counties, the publishing and public hearing requirements would go into effect when the proposed tax rate exceeds 100 percent of the effective rate (currently it is 103 percent of the effective rate) to inform taxpayers when overall tax revenues are increasing. Second, rollback rate would go from its current 108 percent to 103 percent. An overall revenue increase above the rollback rate calls for an automatic roll back election in which voters can decide if the new revenue is justified. What can I do?
